my controller tapers amps by increasing the OFF (open circuit) time.
panel voltage seems to rise since it is spending more and more time @ Voc (~20v, zero amps, no power). As the power requirement to maintain a batt V declines, more and more time OFF/open circuit, decreased duty cycle.
