Seems similar in a way to the suggestion in my Vector MSW 2000w inverter's manual:
Trouble: Motorized power tool does not operate at correct speed
Possible Cause: Purely inductive load
Suggested Remedy: Make the load not purely inductive. Operate an incandescent lamp at the same time as motor
