you have power/voltage at the fuse panel
ALL 12vdc circuits are TWO (2) wire positive and negative
since almost everything is dead
i would start at the MASTER Negative/"Frame-Ground" connection located at or behind the 12v converter box, something is broken-disconnected or corroded to the point that there is NO circuit continuity between there and the batteries/converter charger
also check the MAIN ground/Negative cable from batteries to frame and from converter to frame and-or batteries
