I note that your fuse panel seems to have two separate busses, one with one fuse on the left and one with the remaining four fuses on the right. Do you have power at both busses? I assume so since you said you checked all the connections at the fuse panel.
I also think it sounds like a ground return issue, provided you do actually have power available at all the fused circuits. A little automotive test light might be a more helpful indicator than a digital multimeter (which has a very high input impedance and will thus show voltage for sources that have high resistances inline).
