Couple things...
Are you sure tanks valves are open?
Confirm that red indicator is not faulty. Turn on stove, see if any gas making it there to verify if red indicator is really working.
Take tanks out and drop on ground upside down at knee level. Maybe OPD valve isn't working right.
Is this (new) replacement regulator is like what your 30U came with? If so, I wouldn't put much faith in it. My orginal regulator from Northwoods wasn't any good either, lasted 2 years. Earlier this year I stopped by a large propane gas disturbtor and bought another new one (3rd time). This time I bought what they said they didn't have many returns on.
Guess there is a difference of regulators $40.00 type and $70.00 type. So far has worked OK.
