I wouldn't expect solar cell efficiency to make any rapid jumps in efficiency anytime soon. It's been a slow methodical process to get to the point the currently are. Promises for "within 10 years" however will probably remain the norm. Experts were predicting solar would become the primary source of electrical power within 10 years or so back in the 1800's with the advent of the selenium cells.
Ditto for batteries. I first started working with lithium based batteries back around 1981 when they were experimental in nature and so volatile that you needed a lot of training to deal with them without serious issues. They've improved a lot since then, but it's been a slow methodical process rather than leaps and bounds. Lead acid has been in use well over 100 years now and it's still the baseline we compare the newer products to.
The above said, you can still do a lot with the current technology. While not necessarily cost effective, I quite like my current solar/battery setup for off grid camping. Then again, I'd like it a lot more if I could run the AC when camping as that would open up a lot of great options to our travels.
