First of all, if shore power is plugged in, you should have 120v ac power at all the wall plugs. If you don't then the inv/converter is not getting any power either, and is a real good reason for the batteries being stone dead.
So, fix that first,...its either the main breaker, or a bad connection in the main power cord, or in the ac breaker distribution panel. After getting the ac all working, then connect the inv/converter up properly and read the voltage at the batteries, should be 13.8 to 14.4. If they won't start charging, use a separate charger, w/ the dead batts connected to a known charged battery.
