That would have been my vote as well - but all fuses are good, including the trailer fuse in the engine-compartment fuse box. I'm getting volts to the brake switch. But current just isn't making it to the lights.
As someone suggested it might be the multi-function switch. I'm not sure how to test the switch without removing it. It doesn't look too hard to remove but, sheesh, what a pain.
