I would go for some Fatmat/Hushmat/Dynamat and line the top and sides. I'd also look at the exhaust and wire hangers, see if those can be put on shock mounts, as vibrations through pipes are also a source of noise. I'd finally then slap an Onan resonator, which cuts out the high noises, so it isn't as annoying.
As for the bottom screws, I'd pull them out and slap LocTite Blue or Purple (not red since red is pretty much permanent) or some anti-seize compound. This way, 1-2 years from now when that bottom is rusty, you still are able to get those screws broken loose for generator maintenance.
