Hi Jim,
I tried a 1500 watt fan based heater in the cupboards with zero success at freeze protection. What does work (at least down to -37 C {-34 f}) is dual window fans to replace the return air grill. The wattage needed dropped from 1500 down to 27. In my case it also pressurizes the duct work keeping other areas safe, too.
