Yes, they are not fully charged. Current at the beginning of Float should be ~1%C, i.e. 1.35A in your 135 AH units.
Doesn't surprise me, since you were not charging them properly - they were not given a chance to hit 14.6 before going to Float. Not to mention mere 4A of charger.
