Iirc, you have to have torque closed, go to your bt menu and "connect" to the device, wait for it tomdo so. Car key in run position or running.
Give it 30 secs or so, then open torque and select it from there.
I have the same one and use it with my tablet and phone. I recall having similar confusion until I realized that paired wasn't enough.
I've also had the rare occasion where I had to unpair it, turn off bt, turn off car (open car door after key was off to be sure), power it on, then start bt pairing again.
I think the ddefault pairing code is 1234
