When we want to RV in winter conditions, I've already blown out the water lines, so I connect a hose to the pump outlet, then fill the water tank and head out. The tank is too large to freeze (and it's mostly inside the heated envelope).
As long as I'm living in the RV, the water pump and the line from tank to pump don't freeze, although I may keep that compartment open. when we need water, we open the valve at the end of the hose and turn on the pump. The toilet is usable, as it won't freeze, although I may add some antifreeze to it and to the grey water tank. At your temperatures, You may need lots of antifreeze in the black water and you might want to skip using the grey water. It all works well for us.
