You haven't experience with the total cost of battery recycling. I do. Under the best of conditions of acid recovery, metals extraction, refining, reforming and plastic recycling, the raw materials reward is 12 percent. This is highly dependent on logistical process location i.e. transportation. The great penalty is energy cost of the recovery processes.
Please try and educate yourself as to the actual cost benefit ratio of recycling electronic components. It is abyssal. Electrical? Strip a transformer. Copper is denuded then recovered. Special silicon laminations are thrown into the lower categories of steel/iron and creation of new laminations is incredibly energy intensive.
Couple recycling steps. Gathering - transportation - sorting - recovery of base material - reprocessing - manufacturing - distribution - sales - consumer acquisition.
Try to compare that to a product that lasts 200 percent to a thousand percent longer.

*I must have said these words five thousand times. "Your alternator tests 100% full output and correct voltage regulator operation on my test bench. You have other problems that we would be happy to diagnose and repair".
Promoting battery chargers that destroy batteries for a .0000001% statewide energy savings is LUNACY. Banning barbecue lighter is LUNACY. There are hundreds of California "testing facilities" that are operated solely to agree with California legislative efforts. My moniker for them is "YES LABS".
