Thanks for the help and advice from everyone, I purchased an OEM breaker from my local Cummins parts house and the generator works great now

Why would you say it is NOT TRUE? Are all RV's built exactly alike? I don't think so.

the converter can be anywhere, it runs from shore or genny

the generator can be on either side of the RV, under the bed in the rear or under the sofa midships, or up front in a DP

the ATS will be where the shore cord and generator output meet, before going to the breaker box/power panel

the converter may or may NOT be part of Breaker box assembly
its main job being to charge the batteries it does NOT have to be near or part of the Breaker box/power panel

IF a 30 amp breaker is tripping when it is carrying only 4 amps......

Don't make this more difficult than it IS.
Order a new breaker and be done with it.

So....in the first junction box I disconnected the lines from the Genset to the transfer switch, ohmed between the hot and neutral to the transfer switch and got around 300ohms, sounds right, started the genny and the breaker still tripped. I went further back and disconnected the out from the 30a breaker and it still tripped itself.

Take the cover off the wire-reconnect box at the generator and post an image of what's inside here.

Disconnect the genset wiring in its compartment. There should be a junction box where the genset wiring converters to coach wiring.
This should/could isolate the problem in the genset or beyond.
No tripping reconnect and disconnect genset wiring at the transfer switch. Retest.
Another possibility but not likely is a GFCI receptacle miswired, reversing phase conductor and neutral.

There is only 3-4 amps being drawn when the breaker trips

It is possible that the breaker on the generator is bad/worn; it wouldn't be my first suspicion to check, but since you've checked most everything else, it might be worth looking into.

I'd also suggest disconnecting the line from the generator to the transfer switch at the generator and (with AC power off all around) measure the resistance with a multimeter between the hot and neutral. It should be pertty high, hundreds of ohms or more, i.e. just whatever resistance the transfer switch control circuitry has in its unswitched state. If it's a few ohms or less, you have a short somewhere and the circuit breaker is doing its job. With a clamp-on ammeter, you could also see what current is flowing before the breaker trips.
