What is so funny about this problem is it sounds like the choke has to be wide open to run, not closed. Meaning the more air the better.
That would lead me to believe that maybe the float valve is stuck open allow unlimited fuel to enter the bowl. Maybe the SF would free it up, or a good drive down a bumpy road might shake it loose. Of course that is all the cheap and easy stuff I like to do first. Doesn't always work, but it does enough to make it worth the effort.
