Remember if you get straight SF in the bowl to let soak it will be a bear to start. You may need a can of spray starting fluid to get it going and keep it going for the first minute till the SF is burnt out of it.
If the choke has to be wide open then to me it's flooding somehow. So either the choke shouldn't be closed but it is, the float is cracked, the float pin is not doing it's job, if there is a needle valve it's not seating correctly in the main jet, or the fuel/air screw vibrated out some creating a high gas mixture.
