Until the real experts on the Onans jump in, you can check carb to make sure the altitude knob isn't too high.
After that, I would look at choke and governor linkages, especially since you just replaced carb. Ex. It's common error to have autochoke linkage backwards
But again, some real pros here can likely get you squared away quicky if you post your model and serial numbers.
