There's an Allen wrench/hex driver at the end of the rotor shaft that will let you turn the rotor. That sounds like the end you are referring to. It should turn freely. If it won't turn, the bearing could be bad and the rotor could have impacted the stator. If that happened, I'd be in the market for a new generator. I've seen BGEs go for $300 and that's much less than a rotor will cost you. If the rotor damaged the stator, it's not going to be worth it to repair. I bought a 6.5 KW NHD - which is very similar to the BGE for $100. I ended up doing a lot of work on it, but it's running now and the parts cost was very low, since I could repair the VR myself. I would not have bought one that had rotor or stator damage. That's about the worst thing that can happen to an Onan, and it's the one thing I check before buying one.
That said, bearings don't often go bad, and when they do, they usually don't take out the rotor or stator. You can measure the winding resistances and check to see if they've shorted to the case. The specs are in the manual. If they are good, perhaps all you need is a new bearing.
