It should be roughly 120 VAC. The gen breakers on all the gens I've worked on are in the output hot lead from the gen. Put one meter tip on the lead carrying power to the breaker, and one on the neutral lead and you should see full 120 VAC.
Please be extremely careful if you do this. The generator will be live and running. If you can't get to it safely, or you aren't comfortable with this test, you'd be better off just checking out the ATS (with the shore power lead unplugged.)
