To the OP: Let the insurance adjuster dig his own hole. Get him to agree that the roof needs a solid, smooth surface to adhere. Get him to agree that decking less thickness than the original decking is sub standard. Then get him to agree to let you tear off the original roofing and examine the decking that remains. If it does not pas the requirements he has said is necessary, he will pay to re-deck. If you are right, then a new deck is put on. If he is right (which of course he won't be) the membrane goes over the old decking.
From a legal aspect, at least in the States, the insured needs to be made whole after a loss. That means putting whatever is insured in the same condition as before the loss. Is a roof not properly adhered to the decking and not smooth as before the loss putting the insured whole again?
The guy is impossible. He insists he has to inspect the roof before he'll authorize. But he can't inspect until we've pulled up the EPDM. By that point we're committed and we won't do a sub-standard repair. We're making it clear to him that this is a non-negotiable part of a roof repair, on this job or any future ones.
As I said before, he's clueless. His estimate for the damage is $4,968.03. We sent him our estimate of $7,844.15 on Friday - this isn't just the underlayment on the roof, he doesn't know what he's doing and never does a realistic estimate (plus his estimates are always done at $6.00 under our hourly rate). We'll be contacting him today and if his position doesn't change or he gives us his usual line of **** we're putting the RV outside until he moves one way or the other, because we have paying jobs waiting to get in the door.
I'll keep you posted.
