We told the Progressive adjustor not replacing the substrate was a substandard repair, and we refused to do substandard work. He then called the customer yesterday and informed him they will not be paying for a new substrate. The customer called us and, thinking he would just pay it himself, asked the cost. When he found out he got angry at the insurance company. We contacted Dicor Corp and they sent us this email:
Per our phone conversation regarding re-roofing with Dicor roof membrane products, we do require that new substrate be added to the unit if our products are being used. Our adhesive is a water based adhesive and needs a clean substrate in order for the moisture to wick out of the adhesive and allow the solids to bond the new roof.

We sent that to the adjustor; it would seem he has no choice but to authorize it now, but we'll have to see what happens next.
