When it's set above 350 (and won't get above 300), does the burner cycle on and off, or is it staying lit all the time?
If it's not cycling, maybe there's some blocked orifice or other fault preventing it from getting enough gas or burning properly. It would make sense that it wouldn't get hotter if that's the equilibrium point when the burner is running all the time, no matter what the thermostat is set to.
If it is cycling, Old-Biscuit has excellent advice.
(There is often an adjustment screw on the thermostatic valve to calibrate it should it just be out by a more or less consistent amount. Alternately, one could put a new index mark on the stove at the right spot, or a new label on the control knob. Those obviously don't help the problem of it not getting hot enough.)
