In Pennsylvania, a state inspection station yanks off one hub from each axle to measure and inspect the brakes. That means in a two year time span each and every drum braked trailer in the state has had all hubs messed with and bearing adjustments done by someone. I could write a book about the fine workmanship.
Now that said, the reason for mandatory inspection is because of those that do little or nothing to keep their equipment in good repair. Ignorance is not bliss.

I got to thinking about all these threads about packing bearings (yeah I know that is dangerous).
My fifth wheel was mfg in 09. I got paranoid and yanked the drums once. All was well. I don't plan on doing it again for a long time.:Z
