I believe he means 3.43 times the total output of the Hoover Dam.
Cars X size battery bank = Watts (assumption 90 miles used daily)
20 M x 30 k = 600 Gigawatts
Of course that is assuming everyone drives that mileage every day.
As of Oct 2017 there were only 337,482 electric vehicles in California.
So, again based on 30 KW per day the current consumption is 10,124,460,000 or 1.124 Gigawatts. (please check my math someone--feeling old and tired)
