Titanic generation facilities coal fired located in the state of Nevada with billion dollar stack scrubbers would be an optional augmentation at least for California. Coal ash is low Ph. Where will the ash go? Nevada in general has +7.0 soil but however whimsical the thought is to go Ph neutral by dusting with coal ash, the EPA would go insane with complaints, injunctions and other legal barriers.
Nuclear? "Not in our back yard!"

Sunlight? 100,000,000 more solar panels to enrich China? 70,000,000 piano size lithium batteries?
Flood every canyon in the Sierra Nevada mountains for hydro? The siskiyous, Tehachapi hills.
Subsidize Canada building hundreds of billions of dollars worth of dams, hydro and transmission lines?
These thoughts are much like trying to deal with the abstract unreality of a drug abuser. Total abstract unrealistic rationalization.
