While you are correct that a heat pump is not as efficient as resistance heating, the end result from using the pump technology is more BTU's of heat transferred from outside to inside the heated space than a resistance heater drawing the same number of watts.
That is because the resistance heating has to create BTU's, whereas the pump merely moves them around.
