Yes, a 3% reduction in cable voltage drop is equivalent to increasing the battery tapering voltage by that amount.
If you're seeing tapering around 13.5V, then a 3% better cable will increase the point where tapering begins to 13.9V. That's fairly significant!
It doesn't matter if you're talking about a converter or a charge controller, tapering means a loss in voltage headroom.
