Of course the type of diode used determines the set voltage. Germanium versus silicon diodes have different junction potentials.
I didn't look up an IN4148 to see if it was germanium or silicon. One could use one of either type in series or each of the same type in series in order to establish approximately 13.8 volts or higher on the battery terminals. Remember that whatever voltage winds up on the battery from the modified Parallax - I believe it will remain that no matter what the battery state of charge gets to - so you have to keep the time in mind when charging with a modified Parallax that is holding 14.XX volts on the battery terminals.
