I would suggest that your account was setup wrong or you did not have RV "Pay as you go" plan. I only pay for the 3-4 months I use. I never turn mine off. It turns itself off when the month expire and I do not pay for the next. After about 90 days of inactive, they will deactivate the account. In the spring, I call them to reactivate and pay for a month and they reactivate.
