Most likely the full would be when you first energize the converter to recharge a heavily depleted battery and have heavy demand 12 volt items operating.
You could check your 12 volt power distribution center for a main battery fuse. This fuse (25 amp) could be left alone from the original converter. It may blow on you however. You could increase it to the rated capacity of the wire 40 amps. I doubt that it would ever blow a 40.
Check around the battery for another fuse or circuit breaker. there should be one there rated at the wire ampacity.
