I just installed a new PD9260C in my TT. With both of my 24 batteries significantly discharged (< ~20%, yes, I know not good for the batteries--lol!!), at the start of the charge in bulk/boost mode (LED steady green at the pendent) I read about 13.65-13.70 volts (with 55 amps of charge current) at the battery terminals. The voltage quickly rose above 14 volts in less than an hour.
If you don't read at least 14 volts at the battery terminals within an hour or so, then it's possible you're not in bulk/boost mode.
