If I am NOT on shore power, draw batteries down to 12.3 or 12.4 volts, I assumed that when I plugged back into shore power, my PD9260 would start putting out 14.4 volts, or at least something close. ...

If the batteries are low enough to take all the amps it is putting out, the voltage will rise over time till it hits the target number. That is not uncommon.
Having said that, could there be OEM versions of the PD which don't have the 14.4 stage activated? They might need the pendant to be plugged in? I dunno, just throwing it out there. If it's an aftermarket PD which you installed, I would sure think it is capable and ready to go to 14.4 as soon as it is able to get there.
