If I understand correctly, the converter doesn't START OUT at 14.4, but climbs to 14.4 in some amount of time? Not exactly what I thought should happen.
My infamous WFCO8955 would never go into bulk/boost mode :( In absorption mode (13.6v) I would read 13.2 volts at the batteries with about 18 amps of charge current at the start of the charge with depleted batteries. The voltage would eventually peak around 13.72 volts many hours later when the batteries were almost fully charged.
With the PD9260C, I've noticed voltage eventually peaks (hours later) around 14.45-14.5 volts (in bulk/boost mode).
