You may need to let the battery drift down to 12.0 to confirm it is just not working.
Yes when the battery is super low it may take some time to get to 14.4 volts. Although you should see the battery voltage steadily rise over maybe 30 to 60 minutes if it has shifted to boost mode.
Sure it is 9260? A 9160 needs a pendent. Otherwise I would be looking at replacement.
