No it starts at 14.4 voltage setting but the battery wants so much current that the voltage sags to 13.6 or even below. As the current tapers off the measured voltage rises to 14.4 This is why it takes some time to rise. Not going to see an instant 14.4 unless the battery is charged and you force it with the pendent. Perfectly normal for all battery chargers. The sagging voltage is how the charger protects itself from over current damage.
Then in time it will drop back to 13.6 and 13.2
