If I am NOT on shore power, draw batteries down to 12.3 or 12.4 volts, I assumed that when I plugged back into shore power, my PD9260 would start putting out 14.4 volts, or at least something close. ...

You aren't going to see much current out of it but the voltage should be up there around 14.4 for a few minutes. They fall off fast, especially current. A clamp on is good but your trimetric should tell the story.
