I'll give you my recommendation from actually using this webapp for years, especially when traveling - the online Pixlr Editor. Nothing to install, and works similar to Photoshop though easier for most. Takes just a few minutes to create a sig photo.
I am trying with this link and get it down to 30KB but when I do the 500X100 it distorts.I will keep trying, thanks for the link for a technically challenged member.
I might download the app from the app store and try it on my phone...Thanks
Cropping the picture does have an effect on the file size but, as you seem to have found out, is not efficient at reducing the file size. Often you have to cropped the picture very small, and then, when you increase the picture for display, there is not enough detail.
The way to reduce file size is to increase the compression of the file. With the Pixlr Editor, that is accomplished when you save the picture.
First crop the picture to the 500 by 100 image you want. (At least so that the height is 100 pixels and the width is no more that 500.)
Choose Save for the File menu and a dialog window opens

Use the Quality slider on the right side to reduce the file size. Each time you move the slider, the app will update the file size in the lower right corner.
