Plugged new TT into 220v (wired wrong by electrician) HELP?!

Hired a licensed electrician to wire a 30 amp 110 outlet at my sister's. Little voice in the back of my head said "check the outlet". Yes, he wired it 220VAC. I fixed it and called him. Had to come out and see what he did wrong.
