Plugged new TT into 220v (wired wrong by electrician) HELP?!

I don't understand this thread. I can understand how you might get a dumb "electrician" (read "friend of a neighbor") incorrectly wire a 50A plug and put 240V into your RV but 30A? Just install a 30A 120V breaker and connect the 3 wires.

Is there a 30A 240V breaker?

How could a someone miswire this?
