Plugged new TT into 220v (wired wrong by electrician) HELP?!

good morning all. The short story version seems to be an all-to-common one. Electrician wired by 120v 30amp outlet that I requested for our new TT as 220v and when I plugged our new trailer into it la...

But, do I understand...both the neu. (or gnd.) and hot legs were energized at the pedestal plug...he tied 2 hot phases into the power chord connection lugs instead of the hot and neu.? We're talking 30a or 50a RV service?
