From my reading the OPs 30A plug was wired with a dual CB and 240V just like the common 3 wire 240V dryer plug.
Perhaps your thinking of other countries. Most countries use 230-240V with a mix of 50HZ or 60HZ power for residential power with several different plug types. ie A neutral and hot with a single pole CB. The US is one of the few that uses 120V for residential power (well OK 120/240).
