Because they told the electrician to wire up a receptacle so they could plug the trailer in. He then looked at the plug and thought it was 240 because they are similar to 240 plugs that have been used for years. So he put a 2 pole 240 breaker in the panel, wired it up to the two legs of the receptacle and a ground. 240 well pumps sometimes use this method. I recently helped my son move his well pressure tank and it was wired that way. They use the ground and no neutral and two 120 v legs. There are also through wall ac units that use a 240 plug with 2 hots and a ground.
I wasn't there, I'm not speaking for the op but from the little that they said, that is what he had to do. It's the only way unless he used two 120 v single lug breakers. :R
So when it's now plugged into the "new" receptacle the power hits the trailer and the neutral in the trailer becomes hot along with the hot that's supposed to be hot. There is now 240 v. RV's are not bonded so the neutral that is now hot didn't feed back into the ground and the skin of the TT and blow the panel breaker. The 120 v feeding into the neutral of some appliances may or may not damage them. I bet it ends up in the thousands of dollars. I was hurting when I started rigging my 5er and bought a $300.00 ems. People on here were adamant about using a Progressive Dyn EMS so I bought one. Thank you who ever you were. I love that thing.
Clothes dryers used a similar plug for years. They used two 120 v legs and a ground. The new code requires a 4 wire line with two hots, a neutral and a ground on new houses.
