The current changes with irradiance, voltage not so much. And the voltage drop is directly related to current. Even at low light levels, a "12 V" panel will produce enough voltage to charge a battery with a PWM controller.
Not sure where that "use 24 V" comes from, an MPPT will run them at more like 16-19V, and with a PWM they'll run at the battery voltage.
