The top drawing is better. You only need the one controller. Never mind the load terminals--ignore them.
You could use the second controller and have one panel for each controller. You can then put both controllers on one battery bank or have one solar set for each bank if you have two separate banks.
The 20v you got was the Voc at the time. Looks good. When on the battery, the panel voltage will be near the battery's voltage when the controller is in Bulk and then go up during the Absorption stage.
