but that case offers zip for charging. with a PWM controller, you don't get any charging current for panel voltage less than battery voltage.
with panel volts 0 regardless of current, power is 0. IMHO the only reason for an Isc spec is for knowing what is needed for short circuit protection of panels and load fusing.
