Yes, and yes, Be sure to turn the water heater off and RELEASE PRESSURE, in fact you mnight wish to hook a hose up to the tank drain and route to a floor drain to drain it while you replace the valve.d
NOTE ALSO... If your house has "CITY WATER" often this can be 80PSI or more (112 PSI in one RV park I visit) this can be enough to upset the TPR valve.. the P part.. Check your water pressure and if needed post for a suggestion or contact a professional (Some hardware stores have good consultants) .
