Probably your water heater was what is known in the RV world as water logged. Meaning; The air pocket that normally is present at the top of the water heater has diminished to nothing and the whole tank is full of water, thus the seeping relief valve becomes the result.
Turn off the water supply so their is no pressure on the system and drain a few cups of water out of the water heater and re-establish the air pocket.
