Problem with electric side of water heater

I used search and here is what I have done and found.
Both thermostats are fine.
I have power at circuit breaker-made sure all wires were tight while there.
Element has continuity with wires removed.
No power at wires on element.
Checked switch..it was good but replaced anyways.
No power at wires behind switch.
Where to now?
Any suggestions?
