Problem with Progressive Industries HW50C built in Surge

Sometimes our HW50C will take longer to let power through than it does at other times, sometimes up to 10 minutes. We are in no hurry and by the time we get through setting up, it always connects. That's not the way it's supposed to work but also in no hurry to replace it. :B
